The question you have answered so well using Keital's very fetching photo, leaves unanswered the most significant reason why so many of us find excitement and pleasure from rubber mackintoshes, the erotic stimulation we share from wearing them and watching other people wearing them. I have lived a long life and have had a passion for black mackintoshes and rubber boots/waders ever since I was a small boy. I don't think there's a particular shortage of attempts to explain the phenomenon you describe - it's just that none of them are at all convincing (imho). My own current thought is that it may be down to a cross-over between sensory channels...
